GSM cant be permanently disabled from shr-settings

Description

In shr-settings/phone module you can turn "Antenna Off", but if you suspend/resume GSM is restarted on resume. What this means is that GSM cant be easily turned off if you are on an airplane for instance. I was able to stop phonefsod which stopped GSM restarting and as a bonus, appeared to increase battery life when suspended/used as a PDA. Needs fixing as a transmitting GSM is likely to get an FR user in trouble on some airlines, which can be made worse because even if GSM is off, the displays will keep showing signal strength and/or a carrier name so you cant easily prove its off anyway.
