locale settings not pinned into /etc/profile

using:
 http://build.shr-project.org/shr-obsolete/images/om-gta02/shr-lite-glibc-ipk--20090905-om-gta02.rootfs.tar.gz

when i set language in enligthenment setup, its just working for programs started within e17.
but e.g. shr-today stills shows the date in standard locale, not in mine.
i guess lang settings should be set in e17 and also in /etc/profile.

exmaple:

have in /etc/profile

# source locale settings
. /etc/profile_locale

and /etc/profile_locale could be set by e17 setup (wrench):

# do not edit, autogenerated by e17
LC_MESSAGES=de_AT.utf-8
LC_TIME=de_AT.utf-8

also in the setup (wrench) i can not set a custom locale (for navit i need utf8 locale!!)
i am only able to set "de_AT" or "de_AT.ISOXXXX" but i dont have a selection for "de_AT.utf-8". and in the entry field i can not write directly.
