No GSM if SIM PIN disabled

since few SHR-Versions, gsm don't work with my german O2 SIM.

Well,

it didn'n work, then I enabled PIN and it work.
I didn't disabled it and checked again.

Now I have the ultraunsable installed, so I can't check it, yet.

Now I was boring enough to test it on shr-testing again, with and without upgrade.
If SIM-PIn is enabled, GSM works, if not, GSM dont work.

Actually, I think this bug is the same as

#223 ophonekitd doesn't register to SIM with PIN security off

and should be marked as a duplicate of it.
