[phonegui-efl-new] Opening contacts without gsm reception doesn't work

If you open the contacts manager while you have no gsm reception or you have manually disabled the gsm modem, it crashes.

steps to repro:

1. Open settings manager and push GSM off
2. Open contacts manager

expected result:

• The contacts are shown

actual result:

• contacts manager chashes with the following error:

  Failed to handle dbus error: type: <class 'framework.resource.ResourceNotEnabled'>
  , 71 (dbus-glib-error-quark), code 32

Looks like it's fixed in shr-unstable.
